Sure thing Mark, I had the same issue. Under contacts in the bottom left hit the plus sign. The type or paste in public@a.gwave.com and hit enter
I believe this is a bot type function. Now you should see it in your contact list. Drag it to a wave (new or old) and whala it's public. Look me up at messel@googlewave.com I have a public reference wave for stuff I and others come across. It's called Hello Wave! Referene/utilities you can find it with:public

if that doesn't work, I'll manually make every wave you want public (sneaker net anyone) until Google polishes their tool some.
